Let Military be deployed to arrest Veerapan

Leaving aside what happened in Punjab, Jammu & Kashmir where ultras made life a hell for citizen, the Indian Airlines highjack from Amritsar to Lahore and then to Afghanistan, indicates week policies of the Governments involved. India was held at ransom and had to release very dangerous ultras for exchange of passengers of the plane. India surrendered to Pakistan's nefarious design, by organising the act of highjacking, after India's Victory in Kargil.
Our surveillance is to blame. We do not have vigilance and planning,not even to match Pakistan - what to talk of other nations.We are a proud nation having a brave armed force, which of course we utelise mostly for relief work !
Unfortunately for India, kidnapping, highjacking and other allied offences are tolerated and the culprits are set Scot free. A ransom is mostly paid and the criminal get's freed an barter system. They, then, become honorable citizen - they contest elections and become members of parliament, members of Assemblies and may be one day, they may be in place of Prime Minister. We are after all a democratic nation and what cannot happen here. Fiji, also, had a democracy - a constitution and a Veerapan (with a band of few armed gang). What happened there in Fiji can happen in India as well, only the time can decide as to when ? All this has to stop and this dragon of terrorism has be nabbed into bud, right now. The Nation must think about it without wasting any time. Veerapan had abducted three forest officials of Tamil Nadu in 1986 and set a 20 day deadline to accede to his demands. The men were killed after the deadline was over. Now, Veerapan has chosen Raj Kumar a film star as a captive. Veerapan cannot kill him, even if his demands cannot be met with. The reason behind is that Veerapan besides being a forest brigand has already gained popularity as a seasoned politician. Besides getting his men released from prison, he has made other political demands. This proves that he wants to gain more popularity as a politician. If he kills Raj Kumar, the people of the Southern States will hate him to the extreme. The pictures released in press, show Raj Kumar in best mood and he appears to be honored guest of the forest brigand Veerapan and not a man so captured to be killed. Governments of Andhra Pradesh, Karnatka and Tamil Nadu, respectively, instead of their failure to nab the brigand have acceded to all his demands. The Supreme Court has rightly observed by stating "We make it amply clear that it is Karnataka's responsibility to maintain law and order. If you cannot do it, quit and make way for someone who can." The Hon'ble Bench asked "What protection have you given to the people? Such an incident was waiting to happen. Now you say that you cannot do any thing." This observation holds good for the country as a whole - The Govt.of India, Govt of Tamil Nadu, Govt.of Andhra, Govt. of Andhra and all other states of the country. Let us not wait for things to happen. We must take action in advance. Let our brave military be deployed to surround the jungle and nab the out law. Let each house be searched and some Jawans posted in the area searched and narrow down the escape routes of the brigand. The army can, definatly, do the job. Let the arrest of Veerapan be declared as a war against him. Week kneed policies of Governments can never succeed in solving such situations. Even at the cost of the precious life of Raj Kumar, the Governments of the States should take a stern and immediate action to locate the brigand either dead or alive. Let there be an award of Rs.1 crore be paid to the informer. The so called mediator Gopal also be arrested and interrogated to inform the Government of the where abouts of the brigand and if he helps let him have the reward.
